- Scott P. Fosbinder, 38, 1622 Hills Ave., Des Plaines, and Bradley Frost, 48, 276 Grove Ave., Des Plaines, were arrested Monday and charged with assault and disorderly conduct after they threatened two boys, 14 and 15 years old, with baseball bats in Sesquicentennial Park, 255 Grove Ave., police said.
