It's crunch time for the City Council.

The city wants to charge businesses and residents for the upkeep of roads, but Bill Dwyer, a Lane County commissioner and a resident, has gathered enough signatures to put the issue up to a vote.

On Monday, the City Council will decide whether to adopt Dwyer's initiative measure outright - that is, to scrap the road fee. Another option would be to put Dwyer's measure on the ballot, perhaps with a competing measure for voters to consider.
