SALEM - Professors could be fleeing Oregon's public university campuses in droves or refusing to relocate here in the first place if the Legislature doesn't let the higher education system out from under a statewide pay freeze, officials warned Thursday.

The Legislature and Gov. Ted Kulongoski are working on budgets for 2003-05 that would require state employees to go without increases in pay and benefits. In addition, they have agreed on changes in the pension system that will slash the future growth of retirement benefits.

That, higher education officials said, puts them in a quandary; unlike other areas of state government, universities must compete nationwide with similar institutions for faculty members to teach students and undertake research.
