While the city of Chula Vista begins its fight to break away from San Diego Gas & Electric Co., the city of San Marcos has ended its battle with the utility.

As Chula Vista did in 2001, San Marcos declared itself a municipal energy utility in 2000, after state deregulation in the electrical industry caused an energy crisis and significant increases in consumer rates.

But for San Marcos, its MEU, called Discovery Valley Utility, has yet to fully operate and with no customers served and no official detachment from SDG&E. San Marcos finally...
