Eugene has long been a leader in ensuring access for disabled people, but the new $70 million federal courthouse falls short of the city's high standard, local advocates say.

The building won't have a wheelchair ramp. Instead, designers say a planned street-level elevator meets federal requirements for accessibility.

A ramp would be impractical, would detract from the building's architecture and would encroach on a planned outdoor plaza, said Peter Gray, spokesman for the Northwest regional office of the federal General Services Administration, which is overseeing the courthouse project.

In response, one Lane County group filed a federal complaint against the federal agency, and others say they will seek an injunction against the project if designers continue to ignore their demands.

"They're meeting the code legally, but we want to do far more than just the minimum requirements," said James Dean, chairman of the Eugene Human Rights Commission's accessibility committee. "We want to...
