Only one of Oregon's 36 counties will vote on a general-purpose tax increase in the May 20 election, but the effects will be felt statewide. The vote in Multnomah County, home to nearly one in five Oregonians, will be read as a barometer of public opinion on tax increases. It may also bring the clearest sign to date of a splintering of the statewide civic culture, as Oregon's more affluent areas tend to their own needs in the absence of a broader consensus in support of public services.
