Bayfront vision coming into focus: stalled for several years, agencies unite to redevelop downtown''s North Embarcadero.

Downtown San Diego's bayfront is a hodgepodge of hotels, restaurants, parking lots, and public facilities.

Known as the North Embarcadero, the 16-block-long stretch between Lindbergh Field and Seaport Village is seen as a gateway to new development occurring inside the city's urban core.

The agencies that oversee the 295-acre area envision spending an estimated $150 million on a project that will feature a grand promenade with parks and walking paths where visitors, workers and Downtown's growing residential population can enjoy San Diego Bay.

Recently, the San Diego Unified Port District and the Centre City Development Corp., the city's planning and redevelopment agency for Downtown, began the process of forming a joint powers authority to finish the North Embarcadero Visionary Plan.

In 1998, the local and federal agencies that control public property and formulate development policy in the area between San Diego Bay and California, Market, and Laurel streets approved the plan.
