Further education should be matched more closely to the needs of local employers, say Chief Inspectors from the Office for Standards in Education (Ofsted) and the Adult Learning Inspectorate (ALI) in their first joint annual report on post-16 education and training in England.

College and Area-Wide Inspections 2001 / 2002 considers evidence from 23 area-wide inspections of 16-19 provision and the inspections of over 100 colleges providing education and training for students over 16 years of age.

Today's report highlights the way in which the pattern of further education (FE) provision, in many areas of the country, fails to meet the needs of large numbers of learners.

The area-wide inspections found that education providers had only recently started to move out of a competitive attitude to one of collaboration. Although five of the 23 areas looked at were conducting major reviews, the collaborative planning between schools, sixth form and further education (FE) colleges, the local education authority (LEA), and the local learning and skills council (LSC) was at an early stage.
