It's shaping up to be a long, slow summer for anyone interested in buying or selling a television station.

Even before last Thursday, when the U.S. Court of Appeals in Philadelphia effectively threw out new station ownership rules, many would-be buyers and sellers were resigned to the reality that it was lik ely to be months, if not years, before meaningful deals could take place.

Though the Appeals Court ruling surprised many by affirming little of what the Federal Communications Commission sought to do last June when it relaxed the ownership rules, many players saw any kind of ruling by the court as simply the latest step in a long road toward a clarification...
