After serving as a city councilman in National City from 1977 to 1992, less Van Deventer was appointed as that city's representative in 1993 to the seven-member Port Commission for the San Diego Unified Port District. The regional body that administers and manages the tidelands for San Diego Bay has five member cities: San Diego, Chula Vista, Coronado, Imperial Beach, and National City.

Once the region's richest and most powerful government agency, the Port District no longer oversees Lindbergh Field after a 2001 state law created the San Diego County Regional Airport Authority, which began operating in January.
