Accessibility issues often evoke anxiety and confusion among members of the building industry, and understandably so. The world of accessibility is filled with overlapping laws, regulations, codes and guidelines that at times can become quite complicated and perplexing.
Perhaps the most powerful law, enforceable by federal mandate and civil suit, is the Americans with Disabilities Act (ADA). Since its passage in 1990, the ADA has forced design and facility professionals to deal with far-reaching federal accessibility standards.
The ADA's Accessibility Guidelines (ADAAG) have been a major cause for confusion because there is no one-and-only way to comply. The building industry primarily is regulated by highly prescriptive, clearly spelled-out building codes and standards. With the ADAAG, however, there exists no book to turn to for all the answers. Methods to achieve ADAAG compliance are left up to the developer, architect or facility manager.
