Few local leaders are pleased with Gov. Gray Davis' 2003-04 budget proposal, which increases sales and income taxes, makes local governments pick up the tab on many programs, and reduces funding on some essential services.

For example, during this fiscal year and next, the San Diego Community College District expects to take a $16 million hit. Its students may see a 118 percent increase in fees.
