The San Diego Chargers may be facing a challenge tougher than any posed by the Oakland Raiders, as the team's owner attempts to persuade city officials to support paying for half the cost of the new $400 million football stadium.

San Diego City Councilwoman Donna Frye, whose 6th District includes Qualcomm Stadium, has been one of the most outspoken critics of the Chargers in recent weeks.

"My initial reaction (to the stadium plan) is 'This is nuts,"' she said.

Frye said she hasn't made a decision yet on the project because she hasn't received all the information, but noted, "The timing is really bad."
