SALEM - Lawmakers and public service lobbyists spent Wednesday coming to grips with the painful cuts triggered by Measure 28's failure.

With only five months left in the two-year spending cycle and a $310 million crater caused by the Tuesday night defeat of Measure 28, state leaders said they were just about out of options.

"Total closure is going to be so hard for us, and you're seeing us grudgingly, haltingly, kicking, screaming, dragging our anger, anything possible not to have to do these hard things," said Senate President Peter Courtney, D-Salem. "But slowly but surely, it's sinking in."

Gov. Ted Kulongoski met with lawmakers Wednesday morning to discuss ways to avoid the most painful cuts. But the governor said "credible" and exhaustive news coverage of the impact should the measure fail let voters make an informed choice between higher taxes and cuts to state services.

"Look, I am absolutely convinced that the public who voted on this measure understood very well the consequence of this," he said.
