County Supervisor Ron Roberts was the lone challenger to Mayor Dick Murphy in the Nov. 2 mayoral race until City Councilwoman Donna Frye jumped in Sept. 30.

Publicly, Roberts, 62, seems unfazed by the extra competition, insisting he is the only one with the know-how to successfully manage the city and fix a pension system that carries a deficit of about $1.17 billion.

The former architect, who lives in Mission Hills, says he has the administrative chops to get the job done. He cites his accomplishments on the San Diego City Council, where he was elected to the 2nd District in 1987, helping to dismantle what be calls the city's anti-business policies and create a city-county partnership to build a new Downtown jail the kind of intra-government rapport that Roberts said be would like to reclaim.

In 1994, Roberts was elected to represent the 4th District as a county supervisor, and, according to his official bio, helped take the county "from the brink of financial disaster to become one of the best managed counties in America."

Those claims have caused heated rebuttals from Murphy, who, in a news conference this month, maligned the health of the county's pension system. The county's treasurer-tax collector, Dan McAllister, then joined the fray, along with Supervisor Dianne Jacob, releasing on Oct. 18 the report of the San Diego County Employees Retirement Association. Their joint conclusion: The county is fiscally sound and financially solvent.

The negative national publicity over the city's pension crisis could hinder the city's ability to attract new business, Roberts said.
