With Census figures showing an increase in poverty, policy experts recently convened to look at how poverty affects children and families.

Whether the 1996 welfare reforms should be revisited and the future of the health insurance system were among themes explored by a panel of experts convened by the Brookings Institution to analyze the Census Bureau's annual release of figures on poverty, family income and health insurance coverage.

As part of Brookings' Welfare Reform and Beyond initiative, panelists offered their perspectives on the significance of the data at an August 26 briefing following the release of the Census report earlier that day.

"First, poverty is up," said moderator Ron Haskins, a Brookings senior fellow in economic studies and senior consultant to the Annie E. Casey Foundation.
