The small Finger Lakes community of Canandaigua, N.Y., was devastated in August 2003 when a draft report submitted to the Department of Veterans Affairs recommended closing the Canandaigua Veterans Affairs Medical Center (VAMC), the city's fourth-largest employer.

The medical center serves a regional veteran population of about 25,000, employs more than 800 and contributes 530 million to the area's economy. Earlier that year, the facility had been ranked No. 1 in a nationwide quality-of-care survey conducted by VA.

Nobody was more surprised by the recommendation than Charles Battaglia, a member of VA's Capital Asset Realignment for Enhanced Services (CARES) Commission. The group was assigned to evaluate recommendations for hospital closures and submit a final report to VA Secretary Anthony Principi. The report regarded "the realignment and allocation of capital assets necessary to meet the demand for veterans health care services over the next 20 years."

Battaglia was impressed by the Canandaigua facility when he toured it just weeks before senior VA leaders in Washington and Albany, N.Y., submitted...
