Last year's terrorist attack threw New York City health officials into turmoil. With fears of possible bioterrorist attacks spreading, disease surveillance specialists were urgently dispatched to hospital emergency rooms throughout the five boroughs.

Their task was to record certain symptoms reported by patients showing up at the ER. But without a sophisticated computer system to collect and collate data, department staffers found the process cumbersome and time-consuming.
