The High Tech industry is on the mend; job cutbacks are down, company growth is up and IT spending is showing its first signs of life since the fall of 2001.

According to a Goldman Sachs report, 24 percent of IT managers surveyed expect an upturn in spending in the second half of this year--as opposed to 4 percent in an April 2003 survey. And 2004 is expected to witness a surge in high tech startups and IPOs.
