QUEBEC CITY October 1864

The old capital of New France is hosting an important conference about the future of the British colonies in North America.

The delegate list includes just about everyone of importance. John A. Macdonald, George Brown, Alexander Gait, and George-Etienne Cartier of Canada are here on their own turf.

Prince Edward Island has sent, among others: Premier Colonel John Hamilton Gray, former Premier Edward Palmer, and William Pope, Editor of the influential newspaper The Islander. The other colonies, including Newfoundland, have sent equally eminent delegates.

The British are represented by Colonel W.F.D. Jervois. A source close to the Colonel says he believes that it is impossible to defend the colonies militarily. However, he has told conference delegates that only a modest force is needed to keep...
