L'initiative s'inscrit dans la droite ligne de la strategie en matiere de defense que la Commission a publiee le 11 mars 2003 et du premier projet de strategie europeenne en matiere de securite, presente par le Secretaire general/Haut representant, Javier Solana, au Conseil de Thessalonique en juin 2003 dont la version finale a ete adoptee par le Conseil europeen le 12 decembre 2003. Le groupe a haut niveau, constitue l'an dernier a ete charge d'elaborer les lignes directrices du futur PERS. Rappelons egalement qu'une premiere etape a ete franchie le 3 mars dernier avec le lancement d'une "action preparatoire" dans le domaine de la recherche liee a la securite qui couvrira la periode 2004-2006. Dotee d'un budget de 65 millions d'euros, cette action s'articule en cinq priorites, appelees "missions": l'amelioration de la reconnaissance des situations (c'est-a-dire l'identification des principales menaces...
