La consultation qui avait suivi la publication en decembre 2003 d'un "document de discussion" sur le reexamen du regime d'aides publiques au secteur a donne lieu a une quasi-unanimite: personne - ni les Etats membres, ni les professionnels - ne souhaite un changement du regime actuel. Et l'idee d'interdire ou de modifier le critere de la territorialisation des aides a ete presque unanimement rejete, a indique Viviane Reding lors d'une conference de presse le 16 mars. Pourtant, un element d'incertitude subsiste pour l'avenir, dans la mesure ou la Commission entend verifier "si des exigences disproportionnees de territorialisation provoquent une fragmentation indue du marche audiovisuel europeen, par exemple en posant des obstacles aux coproductions paneuropeennes".
