Back in 1980, Charles Casarella saw a business opportunity that he and a partner turned into a multimillion-dollar business, Halcyon Construction Corp. in Pleasantville.

At the time, Casarella was working for the county Eepartment of Environmental facilities as a staff engineer in charge of the maintenance of the county's sewer pump stations and main sewer lines. "There are about 30 pump stations and hundreds of miles of sewer lines," he said. "I was also in charge of ocean disposal, back in the days when we hauled the sludge in barges 106 miles out to sea to dispose of it."

Those pump stations and sewer lines were always wearing out requiring routine maintenance by Casarella's staff of 35 workers. But all the capital projects were outsourced. And that's where Casarella saw the business opportunity - in those outsourced projects., "I decided to do the same thing I was doing for the county, but do it privately," he said.
