A Wayne County Circuit Court order issued last month aimed to resolve travel and ethics disputes between Detroit's General Retirement System's pension fund board and the Kilpatrick administration.

But while that decision - a victory for the administration - is being appealed, new differences are bubbling up over the appointment of an executive secretary.

Some pension-fund board members and candidates have accused Sean Werdlow, the city's CFO, of wanting to take control of the pension fund for the administration.

Werdlow says he is acting as a watchdog over retirement assets because the pension-fund money comes from the city's general fund. "It's impossible for us to `take over' the pension funds,'' Werdlow said.

But pension board Chairman Ron Gracia, president of the Senior Accountants, Analysts & Appraisers Association, disagrees.
