WASHINGTON-If the Bush administration backs off from a proposed 40% hike in tariffs on imported steel this week, much of the credit will go to a group of Midwest steel customers led by Caterpillar Inc. and Illinois Tool Works Inc.

Along with Emerson Electric Co. in St. Louis, Peoria-based Cat and Glenview-based ITW are leading an eleventh-hour campaign to block a well-organized lobbying effort by the ailing domestic steel industry for a strong new dose of import protection.

``Those are the companies that are going to get skewered'' by a 40% tariff hike, says Calman Cohen, president of the Emergency Committee for American Trade, a lobbying coalition whose most active members have been Cat, ITW and Emerson.
