The Oregon Legislature evidently thinks the state's rainy season is over. Late Saturday night, it approved a budget-balancing plan that would deplete the state's savings so severely that future financial problems would be worsened unless Oregon soon enters a prolonged period of sunny economic weather. It was a disappointingly short-sighted performance.
