A pilot program at San Diego State University that pushes some freshmen off to community colleges if they fail English or math proficiency tests appears to be successful in lowering the overall dropout rate of the "at-risk" group.

But members of an education advocacy group fear it discriminates against Hispanics.

Under San Diego State's "dual-admission program," which began in 2002, students who entered the university, but met only the bare minimum of requirements and subsequently flunked proficiency tests, can have admission slots held open for them as sophomores after completing two semesters at a community college.
