Parts of the budget-balancing plan released Wednesday by John Kitzhaber were promptly pronounced dead on arrival by legislative leaders. Those disagreements, however, should not obscure the fact that the governor and the Legislature are in accord on one important point: Closing an $830 million gap through cuts alone would be bad for Oregon. That consensus provides the basis for a deal when the Legislature convenes in special session next month.
