SALEM - State schools Superintendent Stan Bunn's personal use of government-furnished cars and telephones resulted in 1,433 violations of state ethics law, a government watchdog commission ruled Tuesday.

Bunn refused to accept the findings and negotiate a settlement, saying that while he was guilty of sloppy record keeping, he didn't break the law and he reimbursed the state for any personal expenses.

The state Government Standards and Practices Commission now has 30 days to take its findings to Marion County Circuit Court so a judge can decide whether to uphold the case against Bunn.

He could be fined up to $1,000 per violation and penalized up to double the value of the personal gain he received.

That amount was at one point thought to total $14,732, according to commission staff, but has yet to be determined now that more than 1,000 items have been dropped from the list of possible violations....
