GOV. Arnold Schwarzenegger's, recent suggestion that he may move to suspend a 26-year-old law established as a civil rights mandate for the mentally disabled, industry leaders say, is threatening to severely cut funding--and jobs--for those businesses that provide care for mentally disabled adults and children, and representatives of the North Los Angeles County Regional Center in Van Nuys are preparing for action.

"This is just devastating," said George Stevens, director of the department of development services for the center, which oversees all licensed care facilities in the San Fernando, Santa Clarita and Antelope valleys serving roughly 12,000 clients in 256 residential facilities and other locations.

Schwarzenegger has suggested he may include a request to suspend the Lanterman Act in his mid-year budget package for 2004-05 to help lower the state's multi-billion dollar...
