Rosemont officials were celebrating an appellate court ruling Tuesday they say requires the winner of the state's 10th casino license to build in Rosemont.

The village plans, within a few days, to ask the judge handling Emerald Casino's bankruptcy to consider bids only from investors whose plans involve Rosemont, village spokesman Gary Mack said.

He also said he expects potential license holders considering other communities will now shift their focus.

"As we understand it, what it means is that anybody who bids to buy Emerald's license - and we don't care who that is - they have got to bid Rosemont," Mack said. "Rosemont as a site was...
