Sal Hassanien sees vast business potential for his small engineering company in the rebuilding of Iraq.

But like many small-business owners in Detroit with a similar vision, he's having a hard time tapping into government contracts or justifying the expense of going it alone in Iraq.

So Hassanien, several other businesses and the Michigan Economic Development Corp. are working to create a consortium to pursue $2.5 billion in rebuilding work in Iraq.
