As a network professional, I have watched the number of computer viruses and technological security breaches rise over the last four years, without a corresponding rise in public awareness and prevention.

The Federal Trade Commission enacted the Safeguard Rule in order to guide businesses that are "significantly engaged in providing financial products or services to consumers" towards better information security practices. The rule includes the following businesses:

"... check-cashing businesses, data processors, mortgage brokers, non-bank lenders, personal property or real estate appraisers, professional tax preparers, courier services, and retailers that issue credit cards to consumers." (Safeguards, pp. 1-2.)

The ruling outlines a number of vulnerabilities that all businesses face and provides a number of requirements regarding the businesses information security policies. First and foremost, it is necessary to develop an information security plan.
