Under the World Trade Organization's rules, the European Union cannot immediately retaliate with $2.2 billion against U.S. exports as it is threatening to do in response to the President's 201 steel safeguard program, panelists gathered by the American Iron and Steel Institute said during a mid-October forum.

The panel discussed the EU's threats in the context of the steel safeguard program, which they said is consistent with the WTO's Safeguards Agreement.
