The move toward a publicly owned high-speed telecommunications network serving all of Eugene has shifted into lower gear thanks to the recession and growing risk in launching such ventures.

But the Eugene Water & Electric Board is still expanding the network piece by piece in the state's second-largest metropolitan area.

The public utility is leasing part of its 70-mile fiber-optic "backbone" to a nonprofit corporation that has linked rural communities in a low-cost, high-speed network in Oregon and Washington. The Northwest Open Access Network, or NoaNet, hopes to expand in Eugene by paying EWEB to extend fiber-optic lines to new customers.

Fiber-optic cables are bundles of thin glass strands that can carry vast amounts of transmitted data. One strand could handle simultaneous telephone conversations involving everyone in Eugene, and most cables have 24 to 144 separate strands.

EWEB also has plugged 10 public schools and the Eugene and Bethel school administration buildings into its fiber-optic system. Just this year it added Jefferson, Monroe, Kelly and Spencer Butte middle schools...
