Swedish MEP Christian Engstrom is playing his role of 'pirate' with the publication on his blog(1), on 3 November, of the Council's "formal proposal" for modifying Amendment 138 on internet access, the last outstanding point of the overhaul of EU telecoms rules (telecoms package). The MEP, who is a member of the Greens and whose Pirates Party campaigns for free downloading from internet, is defending tooth and nail the essence of Amendment 138: the EU countries have to obtain a court order before restricting access to the web. The member states reject this position.
