Modern living in developed countries, and increasingly in the rich enclaves in the poor countries, generates large amounts of waste, A good deal of this waste is quite harmful to humans as well as to other living things and fouls the environment for very long periods of time. No one wants it in their neighborhoods. For a long time the rich and well-to-do in the rich countries dumped this dangerous toxic waste in the neighborhoods of their poor and darker skinned neighbors. There is a bit of an argument in the scholarly literature about whether it is the poverty or the skin color that "explains" where the toxics get dumped.
