Robert S. McNamara was well aware of Forrestal's frustration as Secretary of Defense and McNamara wanted to avoid such a fate. His Secretary of the Air Force, Eugene M. Zuckert, had observed Symington's tenure firsthand. Zuckert would have liked to have had responsibilities equal to Symington's. However, by the end of 1961, Zuckert had become painfully aware of the consequences of the several defense reorganizations and of McNamara's idea of the role of Secretary of Defense. In fact, in December 1961, Zuckert seriously considered resigning. (1) McNamara vigorously implemented the Reorganization Act of 1958. Unlike Forrestal, he would not act as a "referee;" and unlike the first Secretary of Defense, he had the statutory power to avoid being caught in the middle. McNamara would make decisions, but he would not accept service protestations about how their statutory functions were being usurped.
