The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2010 has moved into conference. The Senate and House leadership will hammer out any differences and will meld the House and Senate versions of the bill into a single bill. A completed bill could be ready for presidential signature before the end of this fiscal year.

One disappointment was the House's failure to include a provision to make Reserve retirement standards passed in the FY 08 NDAA retroactive to Sept. 11, 2001. Despite a grassroots letter-writing effort by ROA and other associations, an amendment based on H.R.208 that was offered by Rep. Joe Wilson (R-S.C.) during committee markup failed to be included. When committee leadership declined to consider his amendment, Rep. Wilson asked for a procedural vote, which forced committee members to go on the record with their position on this early retirement.
