According to the CBC's eight-point mandate, as set out in the Broadcasting Act, Canada's national broadcaster exists partly to "actively contribute to the flow and exchange of cultural expression." Traditionally, this purpose has been served to some extent by providing steady employment for Canadian artists; however, recent recession-induced tight budgets, cost-cutting and layoffs, have threatened the CBC's ability to do what it was born to do.
