In collaboration with several inventors, Microsoft founder Bill Gates has attempted to patent a new technology that, in theory, may be able to suppress--or even prevent--hurricanes. The general premise of Gates' proposals to the patent office, which were submitted in January 2008 but just became public knowledge in July, is simple. Since hurricanes generate their energy from warm sea-surface water, he believes that the storms could be snuffed out before they even form if a series of pumps were installed throughout the hurricane's path to raise cold, deep-ocean water to the surface.
