While Gannett Co. Inc. says that Saturday's printed edition of its Tucson Citizen was the paper's last, the attorney general of Arizona argued in federal court today that the closure of the paper was nothing less than a conspiracy between Gannett and its partner in the Tucson joint operating agreement, Lee Enterprises Inc., publisher of the Arizona Daily Star, in order to increase profits between the two companies.

U.S. District Court Judge Raner Collins said that he would rule on the attorney general's request for a temporary restraining order requiring Gannett and Lee to continue printing the Citizen sometime tomorrow.
