We Can Have Peace in the Holy Land: A Plan That Will Work, by Jimmy Carter. Simon and Schuster, 2009. 228 pages. $27.00, hardcover.

Three years after he published his controversial Palestine: Peace Not Apartheid, former President Jimmy Carter has written yet another book on the Arab-Israeli conflict. As implied by the title of the new volume, Mr. Carter believes that there is currently a unique opportunity to resolve the Israeli-Palestinian conflict for a number of reasons. First, unlike his immediate predecessor, President Barack Obama has placed achievement of a Middle East peace on top of the agenda from the very beginning of his administration. Second, "There is an overwhelming common desire for peaceful and prosperous living among the citizens of Israel, Palestine, Lebanon, Syria, Jordan, and Egypt." Third, the 22 members of the Arab League have repeatedly supported a proposal to establish normal relations with Israel, provided it complies with major U.N. resolutions. And fourth, Hamas leaders are willing to seek reconciliation with Fatah and attain a comprehensive ceasefire with Israel in both the Gaza Strip and the West Bank.
