Budget plan removes roadblock to advance appropriations.

The federal budget blueprint adopted by Congress includes a record increase for the Department of Veterans Affairs and clears the way for high-priority legislation that would fund veterans health care a year in advance. So, in addition to funding the VA's three medical care accounts in the fiscal year 2010 appropriations bill, Congress could set the level of funding to become available in 2011 as well.

The $3.5 trillion budget resolution, which is a non-binding guideline for Congress to use in crafting appropriations bills, includes $106.5 billion for the VA. About half of that, or $53.4 billion, is in discretionary funding for health care and other programs. The rest is for disability compensation, pensions and other mandatory spending.
