In the course of routine surveillance, Fitch Ratings affirms its 'AA' rating on the Buffalo Fiscal Stability Authority's (BFSA) outstanding $151.8 million sales tax and state aid secured bonds (the bonds). The Rating Outlook is Stable.

The 'AA' rating incorporates elements of both municipal and structured finance credit analysis and reflects the bankruptcy-remote nature of the issuer, the bond structure providing for a first-perfected security interest in city and Buffalo School District (school district) sales tax revenues as well as state aid received by the city and high debt service coverage levels....
