Gov. Haley Barbour said on a conference call with reporters last week that two things have to happen before he will call a special session to pass a budget for the state's fiscal year that begins next week.

The first, he said, is the budget for fiscal year 2009 has to be balanced. To do that, cuts have to be made to the state's Medicaid program, which is currently running a deficit because the rolls have swelled as the unemployment rates go up.
