The transformation of the Commission on Human rights to the Human Rights Council was placed on the agenda as institution building. The painstaking transition has taken two years and remains open for improvement as tested by experience. The guidelines for the process were provided in the UN General Assembly Resolution 60/251, adopted in March 2006. Much of the human rights architecture, developed by the Commission over a period of more than 60 years, remains pretty well intact. The Treaty Body system, the Special Procedures mechanisms, and confidential procedures remain. The new addition is the Universal Periodic Review, under which every UN Member State is examined about every four years on its human rights record.
