The massive American Recovery and Reinvestment Act of 2009 (ARRA) looks to fund a wide variety of projects all aimed at kick starting the faltering national economy. One important component of the law that has been somewhat under-publicized is funding for broadband infrastructure projects.

Approximately 5 percent of the ARRA, more than $7 billion, has been earmarked for broadband infrastructure. Mississippi's share of this stimulus broadband infrastructure funding would be approximately $50 million, if the funding is divided proportionately.

It is a significant amount of money, and it requires some weighty decisions. How is this money to be divided? There could be a number of worthy projects and companies. Which should "win" the prize?
