SALEM - The Oregon Senate on Wednesday passed a proposal that makes three assumptions about people who steal metal and sell it to scrap dealers.

If they show up with a truckload of salvaged guardrails, cemetery urns and heavy-gauge copper wiring, they probably came by it illegally.

They prefer to deal in cash.

They don't like to wait for their money.
