Two disability rights groups have filed suit against Los Angeles--both city and county--for failing to include people with disabilities in disaster planning. (Communities Actively Living Independent and Free (CALIF) v. City of Los Angeles (Cal., Los Angeles Co. Super. filed Jan. 14, 2009).)

The suit seeks injunctive relief, including making emergency shelters accessible and instituting an alert system that will reach the hearing- and vision-impaired. The plaintiffs' goal is to build a model for emergency-preparedness planning that fully accommodates the disabled.
